I have the honour to inform you that I have received a letter dated Hankow, July 4th, in the

following terms:

"sir,

Take note that I, Walter Lah Young, late Shanghai, Kiangsu, hereby renounce my allegiance to the British Government,

(Sd) 1.L. Young. "

Should you be able to communicate with this person, I have the honour to requent that you will inform him that a statement of this description has no effect whatever, and that in case of necessity or advisability the British Authorities will not hesitate to assume Jurisdiction over him.

This man has been registered in this Consulate-General at least since 1915.
